4. The dependence of many sectors on quantity rather than quality in order to reduce costs
5. Increased dependence of families on domestic works such that there are 4-6 domestic workers for every ten citizens, which varies depending on the level of the family and the governorate
6. Failure of governmental plans to implement Kuwaitization for many jobs.
7. Failure of the plans aimed at demographic restructuring.

The sources warned about the deterioration in the quality of services offered by uneducated expatriates.
